Future Development

Buildings, transportation facilities, parks and open space, or ancillary facilities that may be constructed at a future time.

Master Plan

A master plan provides a long-range vision for the built environment of an area or community. It guides the appropriate use of lands for development, public health and safety, environmental and cultural resources, open space and recreation, and transportation.

Development Agreement

A voluntary contract between a local jurisdiction and a person or entity that owns or controls property within the jurisdiction, detailing the obligations of both parties. It specifies the standards and conditions that will govern development of the property. The development agreement defines the regulations and review process that apply to the property for the term of the agreement.

State Environmental Policy Act (SEPA)

Washington State legislation passed in 1974, which establishes an environmental review process for all development projects and major planning studies prior to taking action on these projects. SEPA allows for early coordination to identify and mitigate any significant issues or impacts that may result from a project or plan.

Environmental Impact Statement (EIS)

A document that identifies and analyzes, in detail, environmental impacts of a proposed action. As a tool for decision-making, the EIS describes positive and negative effects, of potential alternatives for an undertaking
