From an early age, Hiro Hirano-Holcomb has been guided by\u202fa strong sense\u202fof fairness and a belief that meaningful change comes from action. That conviction carried them from early political curiosity to\u202fa term as the\u202fdirector of legislative affairs for the\u202fAssociated Students of the University of Washington Bothell. <\/p>\n\n\n\n
In their ASUWB role, Hirano-Holcomb\u202fspent part of\u202fthe\u202fschool year working\u202fand living in\u202fthe state capital representing UW Bothell students. <\/p>\n\n\n\n
Their work reflects a longstanding commitment to justice,\u202fempathy\u202fand collective responsibility \u2014\u202fvalues that continue to shape their path toward a future in law.\u202f <\/p>\n\n\n\n
Through\u202fa\u202fsurvey of students\u202fat the start of the school year, Hirano-Holcomb\u202fset\u202fa legislative agenda\u202f\u2014\u202fa list of priorities to\u202fadvocate for in Olympia. <\/p>\n\n\n\n<\/figure>\n\n\n\n
\u201cWe had\u202fpeople rank issues based on importance. Based on\u202fthat feedback,\u202fthe\u202fprior legislative agendas and the Washington Student Association legislative agenda, we formulated our\u202fown\u202fagenda.\u201d <\/p>\n\n\n\n
It became clear to Hirano-Holcomb that basic needs and financial aid were priorities for the year. \u201cPeople need their basic needs met to actually get their education and build a better life for themselves,\u201d they said.\u00a0<\/p>\n\n\n\n
With priorities set, Hirano-Holcomb then decided how\u202fto\u202fadvocate for the issues.\u202fThey\u202fchose to support House Bill 1316, which would expand access to the Supporting Students\u202fExperiencing Homelessness program.\u00a0<\/p>\n\n\n\n
The current statute\u202fallows\u202fonly\u202fone campus per institution to\u202fapply for funding\u202fto support\u202fyouth experiencing homelessness. With\u202fUW Tacoma already accessing\u202fthe funds,\u202fUW Bothell\u202fand the UW in Seattle were ineligible\u202ffor funding\u00a0\u2014 and HB1316 would\u202fhave ensured that all campuses from\u202fmulti-campus institutions\u202fcould\u202fapply.\u00a0<\/p>\n\n\n\n
Lobbying\u202fin Olympia<\/strong> <\/h2>\n\n\n\n
Support\u202ffor the bill began last year when Hirano-Holcomb\u2019s predecessor,\u202fSienna\u202fJarrard (Law, Economics & Public Policy\u202fand Educational Studies\u202f\u201926),\u202ffound\u202fa sponsor\u202fin Rep.\u202fMari\u202fLeavitt, D-University Place.\u202fThis year, Hirano-Holcomb successfully lobbied for the bill to receive a hearing\u202fin front of the\u202fHouse Appropriations Committee. They had the opportunity to testify for the bill during the\u202fhearing.\u00a0<\/p>\n\n\n\n
While\u202fthe bill\u202fpassed\u202fthrough the\u202fcommittee\u202funanimously, it didn\u2019t move further due to\u202ftime constraints.\u202fHirano-Holcomb advocated for an amendment to the supplemental operating budget to allow\u202funiversity campuses to apply for the SSEH program\u202finstead.\u202fSponsored by\u202fSen. Marcus\u202fRiccelli, D-Spokane, the amendment passed and\u202fwas included in the final budget signed by\u202fGov. Bob Ferguson\u202fin early April.\u00a0<\/p>\n\n\n\n
Hirano-Holcomb also\u202flobbied\u202falongside the\u202fWashington Student Association\u202fto support\u202fSenate Bill\u202f5963.\u202fThe bill\u202fallows\u202fstudents eligible for the Passport to Careers Program\u202fto automatically qualify for\u202fthe Washington College Grant.\u202fThis streamlined\u202faccess\u202fto the Washington College Grant ensures\u202fthat\u202fformer\u202ffoster youth and youth experiencing homelessness\u202fcan rely on\u202ffull financial aid should they choose to pursue higher education. <\/p>\n\n\n\n\n<\/figure>\n\n\n\n<\/figure>\n<\/figure>\n\n\n\n
<\/div>\n\n\n\n
Turning interest into action<\/strong> <\/h2>\n\n\n\n
Back in middle school,\u202fHirano-Holcomb\u202fturned an interest\u202fin politics into action.\u202fIt was also around this time that they\u202fcame out as\u202fbisexual and non-binary \u2014\u202fand\u202fstarted advocating\u202ffor the LGBTQ+ community. <\/p>\n\n\n\n
\u201cSomething clicked in my little, middle school,\u202f13-year-old brain,\u201d they said.\u202f\u201cThere\u2019s\u202fso much homophobia in the world.\u202fMaybe if people just grew up with and knew about queer people as something normalized, then homophobia would fade into the background.\u201d <\/p>\n\n\n\n
By\u202fthe time they were in\u202fhigh school, Hirano-Holcomb\u202fwas working\u202fwith the Legislative Youth Advisory Council\u202fon\u202flobbying\u202fefforts\u202fand had started to explore different career options. After working in a small\u202flaw firm,\u202fthey\u202fdecided to\u202fgo into law. Working\u202fas a lawyer\u202fwas appealing, Hirano-Holcomb said, \u201cbecause\u202fI saw\u202fthe direct,\u202fquick and immense impacts that law has on people\u2019s lives.\u201d\u00a0<\/p>\n\n\n\n
Motivating\u202fHirano-Holcomb\u00a0was a belief\u202fin\u202ffairness. \u201cI\u2019ve\u202fnever liked the phrase \u2018life isn\u2019t fair\u2019 because what\u2019s\u202fthe point of that phrase?\u202fThat\u2019s\u202fnot helpful to anybody. The whole point of life is to try to make things fair for as many people as possible.\u201d\u00a0<\/p>\n\n\n\n
With the help of\u202fstrategically minded\u202fparents, Hirano-Holcomb mapped out a path to law school through UW Bothell\u2019s Law, Economics & Public Policy program but first starting with Running Start\u00a0classes at Everett Community College.\u00a0<\/p>\n\n\n\n\n<\/figure>\n\n\n\n<\/figure>\n<\/figure>\n\n\n\n

Jumping into student government<\/strong> <\/h2>\n\n\n\n
Hirano-Holcomb\u00a0did\u202fnot\u202fwaste any\u202ftime\u202fpursuing their\u00a0ambitions\u00a0upon arriving at\u00a0UW Bothell\u00a0in autumn 2024. \u201cIt\u2019s such a small campus community,\u201d they said.\u202f\u201cIt\u2019s really easy to just hit the ground running, build a community and make friends.\u201d\u00a0<\/p>\n\n\n\n
In their first quarter,\u00a0Hirano-Holcomb\u00a0became a\u202fstudent senator for the School of Interdisciplinary Arts & Sciences, which prepared them for a later role\u202fas\u202fthe ASUWB\u00a0director of legislative affairs.\u00a0<\/p>\n\n\n\n
Hirano-Holcomb took part in\u202fthe\u202fWashington,\u202fD.C.,\u202fHuman Rights Seminar in 2025, choosing to research LGBTQ+ rights\u00a0(and\u00a0lack of rights) in Saudi Arabia.\u202f\u201cIt strengthened my resolve that this kind of research and this kind of class is necessary\u202f\u2014\u202fespecially\u202fat\u202fthese times.\u201d\u00a0<\/p>\n\n\n\n
As part of the seminar,\u00a0a\u00a0student\u00a0cohort\u00a0went\u00a0to\u202fD.C.\u00a0to\u00a0visit Capitol Hill and\u202fmeet with lobbyists, senators, representatives,\u202fnon-governmental organizations\u202fand\u202fambassadors.\u202f\u201cIt was very exhausting,\u201d\u00a0Hirano-Holcomb said.\u202f\u201cWe\u2019d\u202fbe out of the dorms at 8\u202fa.m.\u202fand doing debriefings at 9\u202fp.m. It was\u202fgo, go, go.\u201d\u00a0<\/p>\n\n\n\n

Finding a future path<\/strong>\u202f <\/h2>\n\n\n\n
Participating\u00a0in the\u202fD.C. seminar\u202fand\u00a0serving\u00a0as\u00a0a\u202flobbyist\u202fhelped solidify Hirano-Holcomb\u2019s decision to pursue law\u202fas a profession.\u202f\u201cI remember one meeting in particular,\u201d they said. \u201cThey\u202fmentioned the importance that sometimes you\u202fcan\u2019t\u202fmake\u202fa\u202fbig structural change. Sometimes it\u2019s\u202fjust about helping\u202fthat one family\u00a0\u2014 just helping one person get through.\u00a0<\/p>\n\n\n\n
\u201cBut when one person does better, everyone does better.\u201d <\/p>\n\n\n\n
Hirano-Holcomb\u2019s time in Olympia\u00a0also\u00a0led to an interest in exploring structural policy, advocacy and civil rights.\u202fAfter graduating from UW Bothell\u202fon June 14,\u202fthey\u202fwill\u202fbegin the\u202fJ.D. program\u202fat the UW\u202fSchool of Law.\u00a0<\/p>\n\n\n\n
They are dedicated to\u202fworking in law and\u202fcontinuing\u202fto\u202fdraw power from\u202fthe values of fairness, collective responsibility\u202fand empathy. \u201cWhen it comes to my core values, those don\u2019t shake.\u201d\u00a0<\/p>\n\n\n\n
