Human Rights Seminar<\/a>\u202fhas provided University of Washington Bothell students with the opportunity to be a part of conversations around national and global policies.&nbsp;<\/p>\n\n\n\n<p>\u201cWe emphasize to the officials in D.C. that they will be meeting with researchers, not students,\u201d said Dr. Camille Walsh, associate professor in the <a href=\"https:\/\/www.uwb.edu\/ias\/\" target=\"_blank\" rel=\"noreferrer noopener\">School of Interdisciplinary Arts &amp; Sciences<\/a>, who led this year\u2019s seminar. \u201cOver the years, we\u2019ve developed a strong reputation for being well-prepared and doing serious work.\u201d&nbsp;<\/p>\n\n\n\n<p>The researchers begin preparing in the summer, reading books on history, philosophy, law, international relations, public policy and human rights.&nbsp;<\/p>\n\n\n\n<p>In September, they then travel to Washington for an intense week of sometimes 14-hour days that include briefings, appointments with lawmakers and meetings with staff in the U.S. Department of State, foreign embassies, human rights organizations and policy institutes.\u00a0<\/p>\n\n\n\n<p>&#8220;Students leave the program with leadership and collaborative skills, recognize the impact of diverse perspectives and equitable solutions, think critically about current issues surrounding international policies and galvanize to advocate change in their own communities,\u201d said Stephanie L\u00ea, adviser for the Law, Economics &amp; Public Policy major.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>An ongoing battle<\/strong>&nbsp;<\/h2>\n\n\n\n<p>The D.C. seminar took a pause from its regular schedule during the coronavirus pandemic and returned to an in-person experience in 2022. \u201cThis was the first year we were able to return to our normal lodging facility, which allowed us to go full force with our programming,\u201d Walsh said.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image alignright size-large is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/www.uwb.edu\/news\/wp-content\/uploads\/sites\/4\/2023\/12\/DC-seminar-Holocaust-Museum-Large-768x1024.jpeg\" alt=\"A group of people at a table.\" class=\"wp-image-30035\" style=\"width:550px\" srcset=\"https:\/\/www.uwb.edu\/news\/wp-content\/uploads\/sites\/4\/2023\/12\/DC-seminar-Holocaust-Museum-Large-768x1024.jpeg 768w, https:\/\/www.uwb.edu\/news\/wp-content\/uploads\/sites\/4\/2023\/12\/DC-seminar-Holocaust-Museum-Large-225x300.jpeg 225w, https:\/\/www.uwb.edu\/news\/wp-content\/uploads\/sites\/4\/2023\/12\/DC-seminar-Holocaust-Museum-Large-600x800.jpeg 600w, https:\/\/www.uwb.edu\/news\/wp-content\/uploads\/sites\/4\/2023\/12\/DC-seminar-Holocaust-Museum-Large.jpeg 960w\" sizes=\"auto, (max-width: 768px) 100vw, 768px\" \/><figcaption class=\"wp-element-caption\">Khushpreet Sekhon (l) and Lidia Rodriguez at the Holocaust Museum, where they talked with survivors of the Holocaust about their memories of growing up during Germany\u2019s occupation of Poland and Hungary. Credit: Stephanie L\u00ea.<\/figcaption><\/figure>\n\n\n\n<p>In 2023, the student researchers met with Rep. Rick Larsen as well as staffers from the offices of Rep. Suzan DelBene, Rep. Pramila Jayapal, Sen. Patty Murray and Rep. Adam Smith. They also met with the ambassadors of the Republic of Korea, Argentina, Greece and Japan.&nbsp;<\/p>\n\n\n\n<p>\u201cHaving the opportunity to meet with so many different government officials to talk about current issues affecting the United States as well as other countries is something I will never forget,\u201d said Rico Espinosa, a 2023 alumnus with an undergraduate degree in Community Psychology who is now in UW Bothell\u2019s Master of Arts in Policy Studies program.&nbsp;<\/p>\n\n\n\n<p>Espinosa applied to the graduate program to get a greater insight into the formation and reformation of policy. \u201cIt is different from reading about it when you see firsthand how policies are deliberated,\u201d he said, \u201cand this was particularly valuable for me as I want to be a policy analyst for the Department of Veterans Affairs.\u201d&nbsp;<\/p>\n\n\n\n<p>A veteran himself, Espinosa wants to work with the VA to improve the quality of life for his peers. \u201cAccording to the Department of Veterans Affairs in September 2022, the veteran suicide rate in Washington state (32.6 per 100,000 people) was marginally greater than the national veteran suicide rate (31.7) \u2014 and substantially greater than the national general population suicide rate (17.3),\u201d Espinosa said. \u201cI think that\u2019s because of limited access to care compounded by the social stigma surrounding mental health.\u201d&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Possible career in the capital<\/strong>&nbsp;<\/h2>\n\n\n\n<p>While in D.C., Espinosa was able to express his concerns to Rep. James Moylan, the representative for Guam, Espinosa\u2019s birthplace. \u201cOn one of the days, we had a few hours of free time, and I decided to see if I could meet with Rep. Moylan,\u201d he said. \u201cI did a quick Google search, found his office number, called and introduced myself.\u201d&nbsp;<\/p>\n\n\n\n<p>From the conversation, Espinosa was able to meet with Moylan\u2019s operations manager who took him to an underground office where the legislative aides work. Espinosa spent some time talking about his background as a veteran and his various policy interests before being taken to the Committee of Natural Resources to meet with Moylan himself.&nbsp;<\/p>\n\n\n\n<p>\u201cI couldn\u2019t believe I was able to go inside,\u201d he said. \u201cI was able to take photos right where the flags are at the head of the committee tables!\u201d&nbsp;<\/p>\n\n\n\n<p>Even more exciting, though, was the conversation he had with the congressman. \u201cI communicated my passions including why I was in D.C. and what I wanted to achieve professionally,\u201d he said. \u201cAt the end of the conversation, Moylan asked me if I would like to be his legislative aide for Veterans Affairs,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>While extremely humbled by the offer, Espinosa felt he needed to decline \u2014 at least for now. \u201cIt is something I will definitely consider down the line, but I feel I need to finish my master\u2019s degree first,\u201d he said. \u201cBut to be asked was such an honor.\u201d&nbsp;<\/p>\n\n\n<?xml encoding=\"utf-8\" ?><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<svg xmlns=\"http:\/\/www.w3.org\/2000\/svg\" aria-hidden=\"true\" viewbox=\"0 0 31.93 23.66\" width=\"34\">\n  <path fill=\"currentColor\" d=\"M19.94 23.655h11.988V12.578h-6.6a6.63 6.63 0 0 1 .662-3.486 8.55 8.55 0 0 1 5.721-4.722V.001a14.8 14.8 0 0 0-8.687 4.768q-3.089 3.606-3.089 9.994v8.893Zm-19.938 0H11.99V12.578h-6.6a7.5 7.5 0 0 1 .631-3.575q1.47-3.277 5.763-4.633V.001a14.54 14.54 0 0 0-8.771 4.788c-2 2.427-3.008 5.781-3.008 9.974Z\"><\/path>\n<\/svg><p>I communicated my passions including why I was in D.C. and what I wanted to achieve professionally. Peter Khawand, a sophomore majoring in Law, Economics &amp; Public Policy, met with Rep. Khawand chose to focus on drone strikes.&nbsp;<\/p>\n\n\n\n<p>\u201cMy family is from the Middle East, and I have spent a lot of time there,\u201d he said. \u201cI have spoken to many refugees and people who have been impacted by these strikes, and they violate a number of human rights.\u201d&nbsp;<\/p>\n\n\n\n<p>He explained that drone strikes cause innocent civilian deaths and the destruction of infrastructure which can create a lack of access to clean water, food and other important resources such as medical care, employment and education.&nbsp;<\/p>\n\n\n\n<p>\u201cIn the past, Rep. Larsen was an ardent supporter of President Obama\u2019s very liberal policy on airstrikes,\u201d he said. \u201cAfter telling him a bit about my research and the ramifications, I asked him if he would still be willing to issue airstrikes. He gave me a politician\u2019s answer by speaking around it and not giving a clear response.\u201d&nbsp;<\/p>\n\n\n\n<p>Although Larsen\u2019s answer was a bit disappointing to Khawand, he said he was still grateful to have spoken with a congressman about his passion. \u201cIt\u2019s easy to alienate yourself from the legislators because they have so much power and you feel like you\u2019re just a regular person,\u201d he said. \u201cBut from talking to Rep.
