Conversation with Chancellor Buck
Chancellor Buck updated the EC on the search for the Vice-Chancellor of Academic Affairs. He has consulted with the Academic Directors and others and composed a list of desirable characteristics for the Vice-Chancellor from the feedback he has received. A search committee will be formed and that committee will draft the advertisement for the position to be posted by July. The committee membership will be representative across campus. The committee will focus on the role of the Vice-Chancellor as the Chief Academic Officer and help develop the position to fill the leadership needed to direct strategic planning at UWB. The Vice-Chancellor of Academic Affairs will work closely with the Chancellor to effectively run the campus. Internally, the Vice-Chancellor will work with faculty, the Chancellor, Student Affairs and staff, as well as UWT and UWS. However, there will be some expectation of external service- i.e., community outreach and interaction with municipalities and organizations. The discussion also covered budget authority, how UWB operates and what level of budget authority this position will hold. The academic programs, the Library and Student Affairs report to the Vice-Chancellor of Academic Affairs and budget decisions for these units may be under the control of this position. Warren discussed the possibility of adding the title Dean to the Vice-Chancellor of Academic Affairs.
Warren asked the EC to contact the faculty for input on the search committee, the makeup of the committee and possible membership in the committee. He stated that the GFO could review the advertisement for the position before it is posted. A list of the characteristics Warren has gathered is provided below (the one with the *s were provided by the EC in this meeting):
Faculty Council Report 2002 - 2003 - Cherry Banks
Cherry Banks presented the Faculty Council Report 2002-2003. There were three cases for promotion from Assistant to Associate Professor, Colin Danby, Andrea Kovalesky and Suzanne Sikma. The Faculty Council (FC) met with the GFO Chair, Carole Kubota and the Vice Chair, Sandeep Krishnamurthy to discuss the relationship of the FC with the GFO. The discussion focused on the relationship between the EC and the FC.
It was decided that the FC will preserve a degree of autonomy from the GFO and yet remain fully integrated with the GFO in relation to following GFO policies and procedures that govern the organization and it's operation. Any changes in policy or procedure proposed by the FC will be recommended to the EC, at which time the EC can forward to the GFO or return to the FC for further consideration. The FC recommends that each member of the Council should represent a different program and be elected by the GFO. A member elected to complete the term of someone else would only serve out the term of term of the original member and then the position would be open for reelection. These procedures will be reviewed every five years, this way every candidate for promotion will have representation on the FC.
