ECSEL Application Information

The ECSEL program at the University of Washington Bothell prepares candidates interested in administering special education programs with the required Washington State Resident Program Administrator Certification and a Master’s degree in Educational Leadership.

The ECSEL Program uses a two-stage application and selection process: In Stage 1, interested candidates submit preliminary application materials for evaluation by the faculty and program advisory committee. In Stage 2, candidates recommended for admission must then apply and be formally admitted to the University of Washington Graduate School in order to enroll in the program.

Primary criteria for ECSEL Candidate Selection:

ECSEL applications are reviewed by the program faculty and advisory committee members. Final candidate selection is based on reviewers’ collective judgment about each candidate’s likelihood of success in the program and in later positions as local special education administrators. In reaching admission decisions, the review committee considers several factors, including:

  • Demonstrated expertise in instruction and student services for individuals with disabilities  
  • Demonstrated intellectual capacity for success in a demanding graduate program
  • Strong interpersonal skills, particularly in working with families and professional colleagues
  • Success and impact in prior leadership responsibilities
  • Evidence of a continuing self-development as a professional and leader
  • Clearly articulated and consistently applied professional commitments supporting education and inclusion of individuals with disabilities

The Stage 1 Application consists of the following materials:

(a) The ECSEL Supplemental Application form (available here)

(b) Evidence of current Washington State Professional Certification (or equivalent continuing certification)  and at least five years of experience as a special education teacher, school psychologist, speech and language pathologist, occupational therapist, or physical therapist. (Include a photocopy of Washington certificate and endorsements.)

(c) Application Letter.  Please describe what you believe is possible to accomplish in a special education administrator position, why you aspire to this role, and why you believe you are qualified for the role. Describe how your training, experience, and professional contributions address the required and priority qualifications for admission to the program. Include information about your participation in organizations supporting individuals with disabilities. The letter should be no more than three (3) pages.

(d) Current Resume. Please list your education and work experience. Include in your resume a one paragraph description each of up to three leadership experiences relevant to special education (situations in which you needed to work with and influence other adults to achieve a goal). For each, describe what you wanted to accomplish, with whom you worked and what you learned from the experience.

(e) Official Transcripts. Provide one official transcript for undergraduate degree institution and one copy of post-baccalaureate, and/or non-UW graduate coursework.  Former and current UW students do not need to submit official UW transcripts. For transcripts to be official, they must be submitted in original sealed envelopes.

(f) Four Letters of Recommendation

  • Letter of support from your building principal
    Instructions:  Please speak to the primary criteria for selection. In addition comment on the applicants skills in working as a team member, their instructional skills with students with disabilities, their experience as a trainer of special education and general education staff in working with students with disabilities, their organizational and management skills, their ability to relate to families of students in special education, and their potential to be a school leader. Comment if you would hire this person for the position of director of special education.
     
  • Letter of support from your director of special education or your superintendent
    Instructions:  Please speak to the primary criteria for selection. In addition comment on the applicants skills in working as a team member, their instructional skills with students with disabilities, their experience as a trainer of special education and general education staff in working with students with disabilities, their organizational and management skills, their ability to relate to families of students in special education, and their potential to be a school leader. Comment if you would hire this person for the position of director of special education.
     
  • Letter of support from your ESD Special Education Director*
    Instructions:  Please speak to the primary criteria for selection. In addition comment on the applicants skills in working as a team member, their instructional skills with students with disabilities, their experience as a trainer of special education and general education staff in working with students with disabilities, their organizational and management skills, their ability to relate to families of students in special education, and their potential to be a school leader. Express your willingness to supervise this individual in their practicum placement.
    *We understand that many applicants will not know their ESD Special Education Directors. However, the ESDs are partners in the ECSEL program and the special education directors have asked to be a part of the application process in this way. By asking for a letter, you ensure that your ESD director knows about your application. 
     
  • Letter of support from the parent of a student in special education with whom you have had direct contact
    Instructions:  Please relate your experiences working with the applicant. Comment on their skills and knowledge about special education, their communication skills with parents, and your confidence in them as a school leader for children with disabilities.

Stage 2 Application

Individuals who are invited to apply after review of the first stage application materials will receive instructions for submitting the formal electronic application to the University of Washington Graduate School. The minimum academic requirement for admission to the Graduate School is a bachelor's degree from an accredited institution with a 3.0 GPA in the last 90 quarter credits or 60 semester credits of graded upper-division coursework. 

Please note that the University of Washington also requires that all enrolled matriculated students to provide proof of measles (rubeola) immunity. Students will not be allowed to register for any classes until the UW Bothell Registrar's Office confirms that they have satisfied this requirement. Students born before 01/01/57 are considered to be immune to measles and therefore do NOT need to submit proof of immunity.
